Rooted in experience and foresight, the council provides spiritual, cultural, and strategic direction, fostering unity and progress within our communities. As stewards of ancestral wisdom, they bridge the past with the present, offering counsel, protection, and governance to preserve our values and strengthen our alliances. Meet The Ministers

Andre Maurice Hill Harris Sr. - Principal Chief
As the Chief of UAAR Nation, Principal Chief Andre Maurice Amaru Dey (Hill-Harris) Sr. brings 67 years of expertise in food processing, construction, and housing/business development. In his role as Chief Diplomat, he fosters relationships with aboriginal nations, tribal entities, and community-based organizations worldwide.
A dedicated metaphysical scientist, Chief Dey integrates advanced spiritual and technological knowledge to safeguard and empower UAAR Nation’s associates and alliances, ensuring their prosperity and protection.

Queen Mama Kali Sichen - Elder Council Chief Advisor
Kali Sichen is an Aboriginal American, born in North Carolina. She’s the thirteenth child and seventh daughter of a newspaper publishing and education family. Her Bachelor of Science degree is in Nutrition and Food Sciences.
She traveled throughout the Americas, and many African countries on Botanical and Ethnographical studies, exploring indigenous cultures, their botanical and medicinal practices, and their religious and spiritual beliefs and practices. She’s an herbalist, astrologer, author, ethnographer, and Elder Matriarchal leader in resurrecting the lost, stolen, suppressed history and culture of America’s Original people.
She is a Mother and grandmother living in the Southern Woodlands of Turtle Island.

As a key figure within UAAR, Grand Queen Mama Lubaba, alongside Chief Andre and the esteemed Council of Elders, is dedicated to manifesting the highest metaphysical frequencies of universal balance and protection for our developing tribal lands and members. Her wisdom and leadership continue to uplift and strengthen our community as we move toward self-sustainability, cultural preservation, and holistic well-being.

Rev. Dr. Betty Jones Smith - UAAR Treaty Collaboration with Keetoowah Tribal Nation
Rev. Dr. Betty Jones Smith is the head of the United Keetoowah (Kituwah) Band of Cherokee Indians in Southwest Georgia. She holds a Doctorate Degree in School Psychology; Master of Science in Education; Bachelor’s Degree in Psychology & Black Studies; and an Associates of Arts degree with focus on Child Psychology.
She prides herself as a Family Preservationist and has served in the field for 41 years as a Non-Traditional Psychologist.
During the past 7 years Dr. Jones Smith has also served as the dedicated Genealogist for the Keetoowah Tribal Nation Recognition. As a result, her County is now recognized as the “Historical Keetoowah Tribal Village.”

Dale Kenya Kenyatta Dey Horton - Minister of Culture
Dale Kenya Kenyatta Dey is an accomplished bassist who has played alongside legendary artists such as Bobbi Humphrey, Rufus and Carla Thomas, Joe Simon, Lucky Peterson, and Dorothy Norwood. His musical journey has taken him across the globe, performing in countries including Tunisia, Egypt, Morocco, the United States, Canada, Japan, Singapore, and throughout Europe, including France and Germany.
Beyond music, Dale is also a master chef, bringing creativity and passion to the culinary arts.
With an extensive background in tile work and home remodeling, Dale blends artistry with craftsmanship, showcasing his expertise in transforming spaces.

Terrance Lake - Elder Council Chairman/Prime Minister
I’m Terrence S Lake. I’m the author of the book “God’s Child “. I’m the Chairman of the Council of Elders and I oversee the meetings. I worked at Ford Motor Company as a millwright apprentices. I worked for Champion Spark Plug in Detroit as a machine setup and repairman. I worked for General Dynamics as an electronics technician and troubleshooting tech.
I moved to Canada and worked for a German company named Dieffenbacher of North America. I was a machine builder doing the hydraulics, and electronics and installation in Canada, USA and Mexico. I’ve been retired since 2010.
